Add $date_first_in_url configuration variable.

Add $date_first_in_url configuration variable.

Enabling this variable allows the date components of the url to only
appear at the start. This allows for subcategories that use a year as
their name. Leaving this disabled keeps the original behaviour, where
the date components can appearch anywhere in the url.
